The $44.4 million spending plan would reduce homeowners' property tax rate by 29 cents per $1,000 of assessed value. There would be no change to non-homestead property taxes.

The plan also includes reduced spending on water, and trash collection. It does, however, include, a 4 percent increase in sewer to help fund a project that would mitigate sewer discharge into the Hudson River.

Overall the proposed budget poses a reduction in almost $7,000 in spending compared to the 2017 budget.

The City Council will vote on the plan on Nov. 28.
